Visa Regime in Montenegro

Montenegro is mainly a tourist country, so it has a favorable visa regime for foreign citizens. Residents of more than 90 countries from around the world can visit Montenegro visa-free and stay for up to 90 days. For countries for which visas are required, the paperwork and the process are not too complicated.

Types of Visas in Montenegro

 

  • Airport Transit – A Visa

A visa is issued to foreigners who are transiting through the international transit terminal of an airport during a layover or a transfer between two international flights, without entering Montenegrin territory. A visa can be issued for single or multiple transiting and can be valid for up to six months. If a foreigner does not leave the airplane or international transit terminal of an airport, A visa is not required.

  • Short Stay Visa – C Visa

A short-stay visa (C visa) is issued to foreign nationals for single, double, or multiple entries, transit, or stay up to 90 days in Montenegro. If it is a double or multiple entry visa, the holder can stay in Montenegro for up to 90 days during a 180 days period starting from the first entry date. Multiple entry C visa can be valid from six months to five years, although the validity period will include additional 15 days.

  • Long Stay Visa – D Visa

A single, double, or multiple entries long-stay visa (D visa) can be issued to foreign nationals who are staying in Montenegro for longer than 90 days, but no longer than 180 days in a time period of one year. The days count from the first entry day. This visa can be granted for performing business activities or work or serving in foreign accredited diplomatic and consular missions and representative offices of international organizations in Montenegro.

    Visa-Free – up to 30 Days

    Residents of the following countries can enter visa-free and stay for up to 30 days in Montenegro.

    For Russia, there is a special visa regime from Apr 1 to Oct 31, when its residents can enter and stay in Montenegro for up to 90 days without a visa.

    If you are a citizen of one of the following countries, you can enter Montenegro visa-free and stay up to 90 days. This also means you can have multiple entries, for which stays in total must not exceed 90 days during a 180 days period.

    Visa Required

    Citizens of some countries will need to obtain a visa to enter or stay in Montenegro. However, if you come from one of these countries, but hold a Schengen, USA, or UK visa, you probably won’t need an additional visa for Montenegro.     For China, Montenegro has a special visa regime. Tourist groups (basically a minimum of two people), can enter Montenegro visa-free, but with an invitation letter from a licensed travel agency from Montenegro. In addition, Chinese citizens who have a Schengen, USA, UK, Australia, New Zealand, or Japan visa can also enter visa-free in Montenegro.

    How to Apply for a Montenegrin Visa?

    Montenegrin visas can be issued in a Montenegrin Embassy or another Embassy or Consular representation if there is a special agreement, for countries in which Montenegro doesn’t have an Embassy. Generally, you will need to submit a visa application personally. In exceptional, justified cases, you will not have to apply for a visa personally but will need to appear at the diplomatic or consular representative office once it is issued.

    Basic documentation for visa issuance is the following:

    • Visa application;
    • Valid travel document (the period of validity of the travel document should exceed that of the visa by three months);
    • One color photo 35×45 mm;
    • Proof of the purpose of stay in Montenegro (letter of guarantee by a physical person or letter of invitation by a legal entity, state authority in Montenegro, or organizer of an international conference or event);
    • Proof of ensured accommodation (receipt from a tourist arrangement, hotel, or another type of accommodation reservation that has been paid in);
    • Proof of possession of means for sustenance during his stay in Montenegro, as well as for return into the country where he comes from or for travel into a third state (cash, a bank account, traveler’s checks, credit cards, etc.);
    • Proof of the means of travel and intention to return to the state where a foreigner comes from or into a third state (a return airplane or other transportation ticket, a driving license);
    • Proof of health insurance;
    • For D visa – non-conviction proof from your native country, not older than six months;
    • Proof that the consular fee has been paid,
    • Other corresponding documents based on which the purpose and ensured accommodation in Montenegro can be determined.

     

    The visa approval process takes up to six weeks from the application date and the authorities may require additional documentation or information.
